Expertise of John Hilke, Ph.D.

ANTITRUST:

John has extensive experience in analyzing merger and non-merger
antitrust matters. He has prepared to testify in many cases and testified
in several antitrust cases. He has also made public presentations on
many competition policy questions at the intersection of antitrust and
regulation.

REGULATION:
John has been active in electric power regulatory reform efforts for the
past 10 years. As the FTC's Bureau of Economics electricity project
coordinator, he had primary responsibility for the FTC's competition
advocacy comments in this sector. He has also been active in the area
of postal regulatory reform.

PRIVATIZATION:
John authored a book on competition in government-financed services
in the U.S. with a focus on local and state government procurement and
contracting and has participated in competition and privatization training
missions in Eastern Europe, Asia, Latin America, and Africa.

John offers a variety of economic consulting services including
short-term counseling on antitrust, regulation, and privatization; litigation
preparation and testimony; analysis and report writing; as well as
extended analysis and advocacy programs.
